In a startling escalation of military cooperation between Russia and North Korea, recent videos have surfaced confirming the presence of North Korean soldiers on Russian soil, allegedly preparing to support Moscow’s war effort in Ukraine. South Korean intelligence services, alongside Ukrainian officials, have provided satellite imagery and other evidence indicating that up to 12,000 North Korean troops may be involved. The presence of these troops marks a significant development in the conflict, with potential global ramifications.

Video Evidence Confirms Troop Deployment

According to reports from the Kyiv Post, sources fluent in Korean have confirmed that the language spoken in two recently circulated videos was from North Korea, with the accent being distinct from that of South Korea. The videos, which emerged on October 18, show North Korean soldiers dressed in Russian uniforms marching in formation and collecting supplies. One video, reportedly taken at a Russian military base, captures a Russian soldier commenting on the foreign reinforcements and speculating that “millions” more would join the fight. In another video, more Korean-speaking soldiers are seen queuing up for equipment.
South Korea’s National Intelligence Service (NIS) corroborated these findings, revealing that 1,500 North Korean special forces were already stationed in Russia’s Far East and were preparing to be sent to Ukraine. The NIS has tracked the movements of these troops through satellite imagery, identifying military bases in Vladivostok, Ussuriysk, and Khabarovsk as key staging points. Ukrainian officials have confirmed similar findings, with their intelligence suggesting that the North Korean soldiers will be deployed to the front lines by November 1.

North Korea and Russia, A Growing Military Alliance

This is not the first sign of deepening ties between Pyongyang and Moscow. Over the past year, North Korea has provided Russia with much-needed artillery and munitions as Russia’s invasion of Ukraine drags on. In exchange, Russia has reportedly offered North Korea advanced military technologies to bolster its nuclear and missile programs, as well as its capabilities in satellite technology.
In June 2024, Russian President Vladimir Putin and North Korean leader Kim Jong Un formalized their military cooperation by signing a mutual defense pact. This agreement allows for mutual military assistance in the event of aggression against either nation, effectively cementing an alliance between the two isolated regimes. Now, North Korea has gone from supplying arms to actively deploying soldiers to aid Russia in its conflict.

Implications of North Korean Troops in Ukraine

The introduction of North Korean troops into the conflict could mark a significant shift in the dynamics of the war in Ukraine. According to Ukrainian intelligence chief Kyrylo Budanov, up to 11,000 North Korean soldiers are expected to be deployed by early November. Some North Korean officers are already reported to have been present in Ukraine, with a missile strike near Donetsk in early October allegedly killing several North Korean personnel.
While there is skepticism about how much of an impact these troops can have on the battlefield, experts note that North Korean soldiers, particularly special forces units, are highly trained. Unlike some of the other foreign fighters that Russia has recruited, these soldiers possess tactical skills that could be valuable to Russian forces in Ukraine.
However, there is growing concern that this deployment could further escalate tensions beyond the borders of Ukraine. North Korea’s involvement not only strengthens Russia’s position but also raises the stakes for the international community, particularly NATO and the United States.

A Call for Immediate Action

The presence of North Korean troops has sparked strong reactions from global leaders. In South Korea, Vice Foreign Minister Kim Hong Kyun summoned the Russian ambassador to demand the immediate withdrawal of North Korean forces from Russia, calling their deployment a “grave threat” to regional security. South Korea has also indicated that it will collaborate with its allies to address the issue.
In the United States, Representative Michael R. Turner, Chairman of the U.S. House of Representatives Permanent Select Committee on Intelligence, sent a letter to President Joe Biden urging immediate action. Turner described the deployment of North Korean troops as an “extreme escalation” and called for a coordinated NATO response. He emphasized that North Korean forces entering Ukrainian territory should be a “red line” for the U.S. and its allies.
While NATO and the U.S. have not officially confirmed the reports, the involvement of North Korea is being treated as a serious development. British Prime Minister Keir Starmer commented that while North Korean troops in Ukraine could indicate desperation on Russia’s part, it must not be underestimated.

A Critical Moment for Global Stability

The confirmation of North Korean troops in Russia marks a dangerous new phase in the Ukraine conflict. As Russia and North Korea deepen their military ties, the international community faces the challenge of preventing this alliance from destabilizing the region further. The U.S., NATO, and their allies must now decide how to respond to this unprecedented situation, as the risk of a broader, potentially global, conflict looms larger with each passing day.
