A large number of representatives from the Syrian community and civil society organizations participated in a multi-session dialogue organized by the Syrian Negotiation Commission in Berlin last Friday. The discussions were led by Dr. Bader Jamous, head of the commission, and focused on the current and future state of the political process. Several important and serious opinions were shared to clarify the current situation and explore possible future solutions.
The first session, titled “Regional and International Challenges and Changes,” featured contributions from Jamal Suleiman, a member of the Syrian Negotiation Commission, Yusuf Kuria, and Nour Burhan, and was moderated by Rand Sabbagh. The session highlighted the rapidly changing dynamics in the Middle East and their direct impact on the Syrian issue. The discussions underscored the importance of international meetings and dialogues among Syrians to advance the Syrian cause, achieve political transition according to Resolution 2254, and ensure that the Syrian Negotiation Commission and the Syrian people form a united front.
In the second session, “Impact of Challenges on the Political Process,” participants included Ibrahim Jabbawi, Midas Azizi, Sabah al-Hallak, and Ibrahim al-Jabin, and was moderated by Sabah Hakim. This session addressed international and regional interventions in Syria, particularly Russia’s military involvement and political pressure on the UN Security Council, as well as the conflicting interests of various countries involved in the Syrian conflict. The absence of a comprehensive Arab project and the importance of building effective Syrian lobbying groups in influential countries were also discussed.
Discussions also stressed the importance of accountability and transitional justice, emphasizing the need to hold all parties accountable, including the Assad regime and the Autonomous Administration, for crimes committed against Syrians.
Representing Global Justice and the Syrian Independence Alliance (SIA), Syrian writer Ibrahim al-Jabin addressed the challenges facing the political process. He pointed out that three main projects currently dominate the Syrian issue, while the absence of a unified Arab or Syrian-led project to save Syria is evident. Al-Jabin urged Syrians to rethink outdated concepts like sovereignty and nationalism, particularly in light of the ongoing conflict between Israel, Hamas, Hezbollah, and the Iran axis. He stressed the need to modernize approaches and find new solutions to move the Syrian cause forward.
Al-Jabin emphasized that political compromises should not be allowed to erase fundamental rights, which he described as non-negotiable and not subject to political bargaining. He cited various ongoing atrocities documented by international organizations, including an April 2024 report by Amnesty International, which detailed the detention of 56,000 civilians, including thousands of women and children, by the Kurdish-led Syrian Democratic Forces (SDF) on charges of ISIS affiliation without fair trials. Al-Jabin called this situation a disgrace and warned that it would have devastating consequences for the Syrian community and the broader region.
Al-Jabin called for serious, scientific work to strengthen the role of Syrian diaspora communities, turning them into influential lobbying groups, especially in the U.S. and the European Union.
It’s worth noting that the Syrian Independence Alliance (SIA) is a coordination and cooperation network that extends from inside Syria to Turkey, Europe, and the U.S. It was launched in early September as part of the Syrian American Initiative, represented by Global Justice, the Syrian Emergency Task Force (SETF), the Civilization of the Euphrates Organization in the U.S., the Syrian Road to Freedom and My Justice World organizations in Turkey, the Damascus Studies and Development Organization, the Syrian National Bloc, and the Syrian National Movement, along with the Arab Democratic Alliance and several organizations providing advisory and professional support in legal and specialized fields.
